1)  For starters, set up a single machine that transparently replicates
the functionality of the NT server machines (disk sharing, printer sharing
domain control, ...) using Samba.

  After it's been in use for while, its reliability would have been
established and there will no longer be any need for the NT machines.
When the NT machines are about to be discarded, you can pick it up from the
trash and install Linux.

2)  Write to the President of India and tell him that a University that he's
been associated with is reluctant to switch to FLOSS because they're unwilling 
to learn about it.
