If A is willing to help Washermenpet residents, why
should we say no?

You can specify A too if he is willing to travel to
the area and provide the service AND if B and C don't
have all the CDs or they are not in station.

Let the person contact and find out. We needn't make
any assumptions, right?
The term "nearby" refers to where the maintainer can
lend his CDs to. If A wants to service locations P
(residence) and Y (work place) and if P and Y are far
away places, you are suggesting that A be assigned to
P only. But, when A is willing to service Y, why
should we say no?
