You could develop a kolam extension for GIMP using Script-Fu
http://www.gimp.org

Writing to the gimp dev team, showing them a few kolams, and the steps 
involved in drawing kolams may yield good clues, and you may even have 
your done by someone who is an expert in Script-Fu.  Gimp supports Perl 
scripts also.

To get started on this, open Gimp, and under the Xtns menu, select 
Script-Fu > Console ... There is a DB Browser that displays several 
built in functions that could draw dots, lines and curves, change 
colors, introduce animation etc.  Good luck  :)
