It is defined in the filesystem header file.

ext2 for example:

Some of the filesystems supported and used by ramdisk
are included in do_mounts_rd.c:
http://lxr.linux.no/source/init/do_mounts_rd.c

But, root can override it in BLKGETSIZE.
