I hope, you will use the latest destro. In GNOME/KDE, you have to
enable the local language keyboard layouts like Ta_IN, ... Once it is
enable, the KB layout will added to the active KB layout list.

At the run time, you can switch to all active KB layouts using some 
short cut keys (usually Shift+Shift OR Alt+Alt). 

Presently all KB layouts are based on Unicode/utf8. So if your appls
support Unicode, then you can type Tamil Char. Most of the latest
version support Unicode.

New GIMP supports this feature. :)
