No, not needed. The other machines on the LAN, however, have
"nameserver <non-routable-ip-address of the dnsmasq host>"
(say 192.168.0.254 <http://192.168.0.254>) and nothing else, to take
advantage of the DNS
caching for the local network only. In other words, I'm running my
own local DNS server that caches the contents of the 4.2.2.1<http://4.2.2.1>RNS
(and optionally the two BSNL nameservers or any other nameserver
for that matter), for use by all the hosts on the internal LAN.
