[Ilugc] [OT] Email spoofing

someone spoofed my email address and sent a mail to me as if it is from me..
Here is the message with headers. I did a whois of the IP from where
it originated.. and saw that it is from korea. but most of the fields
are filled with dashes.. how do i complain to some authority that
there was a spoof from that domain?
