[Ilugc] kubuntu and proxy authentication

This should help. Stick the following line in /etc/apt/apt.conf *

Acquire::http::Proxy "http://username:password@proxy:port_no";
(change parameters accordingly)

Alternately you could also use the $http_proxy env var to set the
proxy and apt should pick it up. Of late(debian-sid) this doesnt seem
to be working[1].
