Really. Well maybe programming and security should be a oxymoron that
better explains it. You can create totally insecure webpages with most
other languages as well.

I am using most because there are quite a few languages about which I
have no clue. So you could come with some thing like lisp and say it
is secure. I can't comment.

It all depends on how well (or unwell) your container is configured.
After all PHP is a bunch of C code. (I know it because I ve written my
module for PHP). The main sources of insecurity is because of the way
we have chosen to program using PHP, and I guess is not a
_characteristic_ of PHP itself.
