You can fire up Synaptic in Ubuntu, Select the packages that you need to
install, and then Go to File -> Generate Package download script.
This creates a script with calls to wget to download all the packages.
Run this on a machine that has internet connectivity and get the
packages locally and install them.
Also, you might want to look at apt-offline or pypt-offline.
