Firestarter just creates iptables rules, you don't need firestarter to
be running in order to keep your firewall running. Just make sure you
load the iptables rules when your machine boots up (the procedure for
which will depend on which distribution you are using)
Alternatively, you can try out shorewall. (comes with an init script in
Gentoo).
