Your friend will have to be very rich first :-) He will have to build (or
buy) an entire data center  with many terrabytes of storage and incur
gigabytes in bandwidth costs! As Ravi Kumar has pointed out webaroo offers
this kind of service but do not know how viable it is!

But if your friend is preparing for IAS, what stops him from having an
always on broadband connection!!
