That, or one representative decided that all Indian languages are same
and can have the same ordering. The latter is more likely.

The Tamil unicode encoding table is a pain to see. Anyone with
elementary knowledge of Tamil will reject it outright.

1. See the blanks after க ச ட த ப. For other Indian languages 3 more
slots were allocated, so tamil gets the blanks.

2. ன comes after  ந before ப. as in Hindi. In tamil ன is the last letter.

An expert can go on with more points.

There are 57 blanks in the range. One can only wonder at the wisdom of
great unifers :-(
