[Ilugc] Need Matlab

It just striked to me..  If Scilab is not user friendly, why cant it
be taken as an academic project, to make it userfriendly..

I personally, feel, a record number of Academic projects can be taken
for improvement of existing open source softwares, to bring it on par
with the windows one..

Probably, industry professionals, who are already in FOSS can help
budding/interested students from 2nd year, to do it as long time
project.
