[Ilugc] multilingual terminals?

Some of us still use console mail clients like Mutt,Pine,elm... Even
if you run thous clients in GUI consoles, it will show UTF-8 chars as 
junk.

@Kapil, I feel, apart from console, the clients also need some amount
of support to process the UTF-8 chars. Let me check it in Pine.
