I think you mean this is a logical device for dom0. So it must be
exported to the domU as a virtual device. Your entry should be
something like

 kernel ="/boot/vmlinuz-2.6.18-1.2798.fc6xen"
 memory = 416
 name = "test"
 disk = ['phy:/dev/VolGroup00/LogVol00,sdb1,w']
 root = "/dev/sdb1"

Please check this before using it or you may trash your disk!
