Ah, ok.
I was thinking about this:

A machine with a private IP running a server ( say IRC on 6667 ), and another machine
with a public IP which can access the private machine.
In this case, a tunnel can be created from a third machine (my home machine, for example) as:

ssh <public_machine> -L <local_port>:<private_machine>:6667
