Good initiative but I don't understand why non-commercial and why not
Commercial , why not team up with local training institutes or NRCFOSS
? make the content open on places like  NRCFOSS website or
http://en.wikiversity.org , decide how  you want to go about FREE (
Freedom ) vs free (price) or you are doing this one free course to
know market dynamics as in demand ?
