guarantee that the candidates have the knowledge/skill set for your
advertised position.   Do consider candidates without certification
but who has hands on experience - you may find a nugget.

Most of the chaps I have interviewed have all the right credentials
but within 10 mins. of interviewing it is apparent that they are paper
chasers and are not able retain/apply the knowledge that they have
acquired.

I would urge you to interview the candidates with your own quiz and
determine their job readiness.
