[Ilugc] Application Setup

Dear Luggies,
I need the help for the following.

In my office they wont be giving us the root user name and password. so i
cant install application as root user by i managed to install through source
in a local directory say /home/username/apps/application name.

But i cant any commanline options

say
I installed ruby by above in the dirtectory

/home/rajesh/apps/ruby/

the directory structure is as below
..
...bin
...include
...lib
....share

so if i give ruby -v in command line it will say command not found,

but if i go inside bin and use ./ruby -v it wil say,

so how can i set up, as local user.
