1. apt-get has an option
-d Download only - do NOT install or unpack archives
You can use a similar option for YUM, get the packages downloaded
(with all dependencies)
then install with option
--root=<directory> Install on a different root directory. (say
your home directory)
Look at this link for some discussions.
2. alternatively you can download the src rpms (here again you have to
work out dependencies.
3. Get root access or sudo permissions explaining your needs.
